Edema 5 weeks after cesarean

Ok so I had an emergency cesarean 5 weeks ago tomorrow and I STILL have edema from my belly button down. Is this normal? I have tried everything to get it to go down. Drinking tons of water, elevating my feet, exercising, etc. My cankles are hideous, my feet feel like the skin is gonna burst off of them when I walk or flex and when I used to wear a pad over my incision to keep it dry, the pad would literally leave indentations in my stomach that were more painful than the incision itself. Is this normal? Does anyone know what I can do to help the swelling go down?!?!

My edema hasn't been as bad. I have maybe 6-8 inches above my incision that is quite red and feels list it is on fire most of the time. This for me hurts worse than the actual incision did. I had my c-section done on July 11th so I am only 18 days out and still have the pain.
