im 23 wks pregnant first baby. i notice this snot/ gluey stretchy like discharge looks white on me yellowish on the tissue no pain or itching please someone tell me wot on earth is going on is it safe ?

Its just discharge from your cervex. Nothing to worry about unless it starts to smell funnie or you get swollen and are in pain down there.
