Pushing Feeling? But It's Not Labor...

this is my second pregnancy so i know what labor and that pushing sensation feels like, but im 38 weeks pregnant and i feel like i need to push all the time in my groin area. it's probably just the baby being so low and being almost time to come out, but has anyone else felt like this?
