What Does It Mean To Be "closed"?

My doctor said all of a handful of words to me last time I was in and I'm wondering what exactly he meant. He told me that my cervix was closed but that he could feel the babies head.

Does this mean I have effaced but not dilated? Can someone clear this up for me?
