My wife is between her 6 to 7 week and her hcg shows 24473 but her ultrasound show no heartbeat is it normal?

americanpregnancy.org suggests that it is not until the 9th week that lack of a heartbeat should be of concern. What did the ultrasound tech or doctor have to say?
