Yeah it does come off. It's kind of a pain to get it too though. All you do is pull it off but the material isn't stretchy so it takes a little bit of work to get it off. Same for putting it back on.

What do you mean pull it off? It seems snapped in or something I was pulling on it like mad and it doesnt budge it seems to go over under and over again underneath its impossible! I need step by step instruction on how to get this off .. I dont want to break it

Turn it upside down and you'll see that the seat is kept in place by a few plastic squares. Squeeze around the squares and the seat will pop out. Then you'll notice the fabric is kept on by these little around things, just take the fabric off like you would unbutton a button. There are a few of them all around the circle.
