Bleeding, Low Hcg, Empty Sac

When my doctor did initial blood test, it revealed an hcg of 1360. I started bleeding so they reordered and count went only to 4800 in 10 days. They reordered again three days later and count went to 8000. First u/s showed sac but nothing in it. Took blood count again 1.5 days later and ordered second u/s 3 days later. hcg was 9,000 and u/s showed same results. U/s tech showed sac to be 5 weeks. Doc wants me to have D&C tomorrow due these results. My question is whether anyone has had similar results? Is this a definite that I am miscarrying??
