Ovulation W/ Late Period Question

If a period comes late (in this case 7-8 days) but it is not because of pregnancy, when would a doctor base the following weeks' ovulation period on. The date the period was supposed to come (Dec.11) or the date the period actually came (Dec.19th)? Previous months was Nov. 13 on a 28 day cycle.
