A quantitative blood test should put an end to your confusion, they are hardly ever wrong (if ever). If still negative and you still have doubts about your results, an ultrasound would be your other option. I dont personaly know anyone who had this happen, but i've heard about the "hook effect"- where the HCG levels are too high for a HPT to detect - but that's a very rare exception and even that i think a quantitative blood test can give a clear answer to.
