If you have "dry sex" with your partner (in my situation, he had his penis out, but I kept my pants on, because i was on my period), and he ejaculates on your stomach is there a possibility the sperm could have gotten inside the pants? I know it might sound dumb, but i was just wondering if this was possible. I had it on my hands, but did not touch my vagina, just my stomach where it was.

I dont think so you can get pregnant. There is no ejaculation happen inside. and in fact you have your period.
