Is it common for a baby to be head down in "birth postion" at 31 weeks?

yes, you want the baby to be head down at 31 weeks, some babies hold out until somewhere between 32-36 weeks before going head down...a few even later. Right now mine is in a footling breech position and I am praying everyday that she turns head down. I am 32 weeks.

My baby was in position at 30-31 weeks, so yes, I think it's normal!

Yes, it is normal. Mine has been in that position since week 30. However, they can flip at any point. I know that he is still with his head down (I'm 35 weeks) because I feel the hipcups in the lower part of my belly. Before, I used to feel them in the upper part.
