Your membrane can actually tear, causing slow leakage of amniotic fluid. I know because it happened to me. I was 32 weeks pregnant and stayed in the hospital with a "slow leak", lol, for 2 and a half weeks. If you are 36 weeks or further, the Dr. will fully break your sac, and induce labor. Many doctors forget to instruct you that if you "think" your water has broken, you need to go in immediately to be checked with the "fern test" which looks for amniotic fluid leakage. Your baby is at risk for serious infection if your water breaks and the baby is not born WITHIN 24 HOURS!
