My son is 11 months old and boy is he mean!!! LOL. Only to me though for some odd reason. He hits me in the face and pinches and then looks at me to see my reaction and never misses an opportunity to pull my hair. I take his hand and say NO very sternly but he just thinks that's hysterical. It's getting to the point where I actually have bruises on my arms from him. Has anyone else ever dealt with this?

Yes! I think every baby at one time or another goes through this. My suggestion is to be consistant. I always had a problem with other people thinking it was cute and funny when dd would do it to them whereas I would get strict with dd. This confused dd. I began to ask others to not laugh and smile and to also say NO! However, you ds is very small still. If after awhile NO doesn't work, then just have no reaction what so ever. Most babies do these sorts of things to get a reaction out of you. If she sees that she can't get one then she will quit. Good Luck!
