You can start whole milk around 12 months. If your formula runs out around 11.5 months, don't bother buying more, you can start a little before 12 months. I give my son water in a sippy cup to practice with - he doesn't actually drink very much of it :)

My lo has been having a sippy cup of water with solids since I started her at 4 months, just as with juice as long as its not effecting formula intake its ok. Just as MNMOM said the magic number for whole milk is 12 months : )

When you say regular water do you mean tap water? I'm not planning on giving DD tap water or milk til 12 months. Even then she probably won't get tap water since I don't even drink tap water because I hate the taste of it...but at 12 months if I was to give it to her, it would be then. Plus if you have formula at 11.5 months, they make small cans lol I won't give DD milk til later. I would rather her be a year fully. Some doctors may recommend whole milk, but I personally would rather buy one last can just to make sure she gets the fll 12 months. JMO
