Fluctuating HCG Levels With Slight Cramping And Spotting

Does anyone know if your hcg levels can go down and still have a successful pregnancy. I'm in pregnancy purgatory right now. According to lmp I'm 7 wks pregnant. At 6 weeks had hcg level of 13,000 something but then started having slight off and on cramping on my left side and brown spotting so went to er this weekend and my hcg had gone down (over 5 days) to just over 11,000. According to two ultrasounds all looks normal but no definitive fetal heart tones have been detected yet. I had none of this with my first two successful pregnancies but am now 35 and had a m/c a year ago at 6 weeks but with that one the US looked bad right away and just woke up one night with bleeding and cramping like my period which continued through the weekend and when went in for US on Monday there was no further evidence of pregnancy. I know that spotting and cramping don't necessarily mean miscarriage but the hcg thing troubles me.
