Water Sac Not Attached To Uterine Wall All Round 12weeks

I went for my 12wk checkup today. And whilst my baby is coming along really nicely, there seems to be some trouble with my water sac. Most of it is attached to the uterine wall, but i have some gaps, and the worrying one is at the bottom end, near my cervix, which i was told by my doc is a little more dangerous, since this is the weight bearing area of this membrane that surrounds the baby. so she's told me to keep off exercise and be careful not to do anything strenous. So what i'm wondering is: does anybody know why there can sometimes be a delay in the development of the water sac membrane, preventing it from being as thick and attached as it should be at 12 weeks?
