Can You Have Your Period Regularly Amp Not Ovulate

I read somewhere online where this women had the above experience. Just wondering if that could be true? Any knowledgeable response would be appreciated.

Usually there will be no period if there is no ovulation, but this is not always the case. Break-through bleeding from low estrogen levels may mimic a period. One way to determine if ovulation is taking place is to use BBT - there is no temperature shift if ovulation is not taking place. I expect the ovulation test kits from the pharmacy would also provide the same info.
