Dilated To Strip Membranes

Do you have to be dilated/effaced for your dr. to be able to strip your membranes?

Ideally, yes. Otherwise they can't really get in there to do it if it's still all closed up. My midwife has tried to do it twice on me now and she can't very well since I haven't been dilated. So they have not been effective.

I'm only 38 wks 2 days, but I haven't started to dilate/efface at all, and I'm getting worried I'm not going to. She hasn't dropped at all or anything. I'm getting really discouraged.
