I am 28 weeks pregnant and the baby does not seem to be as active as before is this normal?

The bigger your baby gets the less room it has to move in your uterus. You can do a movement test if you are worried. When the baby is having an active time, count the number of movements you feel. You should feel at least 5 movements in one hour. If you are reallly concerned you can talk to your care provider about it.
