I was out completely under general anethesia for my c-section because I could not have an epidural. I told the anethesiologist that being completely out worked for me because of anxiety about breathing. He said that they prefer not to put people completely under because of the risk that the patient could aspirate. He said that they have meds for the anxiety if people need it.
