I think what it comes down to is that it's different for everyone. Yes, there's a huge possibility and even certainty that your tattoo will stretch with pregnancy. Maybe for you it will return to normal, there's no way to tell.
As far as epidurals, it's been proven an urban legend, but one that's so convincing, some idiot nurses and other medical professionals believe it. Epidurals don't interfere with the tattoo site and are just as effective. The ink is already in your blood stream, so the argument that administering an epidural could make it be there is ridiculous. I don't know how shots make ink go into the bloodstream, but that's just wierd.
