I am 13 weeks too and I am having the same trouble, I only have the rash on my stomach and breasts but am itching everywhere it is driving me mad! I work at a hosptital so i went t the early pregnancy unit who just told me it was due to my skin stretching which i know is not true as I am even itching on my head, i have just put it down to my skin being really sensitive to every thing and the rash is from the baby oil I used! The best thing I have found is calamine lotion but if it continues i would go to the doctor as I will, good luck!
